Road Traffic Act Amendments

I refer to the amendments to the Road Traffic Bill being discussed and must say, in general I am in agreement; with two exceptions; the use of telephones in cars, by the driver, whilst in motion should be banned totally (if you want to use the telephone, pull off the road and STOP) and secondly what is the rationale for carrying drivers licences and insurance documentation at all times? The current situation of presenting these items to a police station within 72 hours seems adequate to this writer, perhaps the time allowed to present could be shortened to – say – 24 hours?

I can forsee the logical conclusion to this being an arrest warrant being issued for leaving home with neither cash nor debit/credit cards on ones person. I can see the scenario now, the officer attaches the handcuffs saying  “It’s for your own good, just to take care of any emergencies you may experience, sir.”
