John Carey hit the ail on the head regarding disaster preparedness and whose responsibility it is as reported in The Tribune of Saturday, November 5, 2005.

While governments have the key to the vault – public treasury – to help whomever they wish, this will not prevent disasters and it will only encourage people to be less prepared.

Each individual is responsible for themselves and their families. If we start there, things will fall into place.

As we previously stated, we believe NEMA is a disaster of a bill.
